L'Oreal Healthy Low-Carbon Special Fund improves consumers’ health and safety awareness of the efficacy of cosmetic ingredients, and guides the cosmetics industry to establish a more open and transparent consumer communication mechanism in the low-carbon and green fields in China. Shanghai consumer council will work around three priorities with the support of L'Oreal: promoting low-carbon and green consumption from supply and demand; guiding consumers to scientifically choose rational consumption by strengthening the protection of the right to know;, and optimizing the consumption environment by supporting public interest and other means to solve difficult problems in rights protection.

During the launching ceremony, L'Oreal China also introduced their program of Product Impact Labeling(PIL) and Inside Our Products(IOP). PIL includes a score on a scale from A to E, with a view to scientifically assessing the environmental and social impacts of products. This system examines products through 14 factors affecting the global environment, so that it can give an accurate assessment of the impact of each link in the life cycle of L'Oréal products. IOP is a platform for L'Oréal to communicate openly and transparently with the public, the IOP website is committed to helping consumers understand cosmetic ingredients and winning the trust of consumers by responding to the public’s questions about product ingredients.
